He intimated his intention to still support the Catholic claims In education matters, and advocated Civil Service reform, especially in the Post and Telegraph Departments, He supported the reform of the Upper House, but not an elective chamber under the Hare system, and he was in favor of the Settled Lands Bill and Married Women’s Property Bill.
