The French Minister of Marine has informed tha Recidiviste Committee of the Senate that the Government is willing to send convicts to Guiana, but that it is only possible to receive 2000 of them at present, He asks that the operation of the law may be delayed for a year. The Pall Mall Gazette doubts whether the Australian Governments seriously threaten such a step -as to exclude French ships from Australian ports. Mr Gladstone's health is improving, and he is now enabled to take outdoor dxercise. March 31. Her Majesty the Queen and the Duchess of Albany are recovering from (ho shock occasioned by the sudden death of the Duke of Albany. The funeral is announced to take place on Saturday. Signor Depretis, the Italian Premier, has succeeded in re-constructing the Cabinet. At Cincinnati an immense mob of roughs, indignant at the lenient sentence passed on a murderer, burned the local courthouse, and after sacking the gunshops, assaulted the gaol, which was defended by nine hundred soldiers. In the attack dynamite bombs were used, and one officer and three soldiers were killed. In return, the military used their Gatling guns, which movement speedily repulsed the mob, killed a hundred and wounded hundreds. March 31. It is announced that Sir Henry Brougham Loch, K.C.8., formerly Lieut.- Governor of the Isle of Man, has been appointed Governor of Victoria, vice Lord Normanby. The funeral of the late Duke of Albany will take place at St, George's Chapel, Windsor, on Saturday next, Messages to Her Majesty the Queen, conveying the condolence of Parliament on the death of Prince Leopold, were passed by both Houses to-day. The annual inter-University boat race takes place on the Thames on Monday next. Capetown, March 31. News is to hand that tribal hostilities have broken out in Basutoland and Zululand, and heavy fighting is proceeding over a large area in both countries. New York, March 31. A force of three thousand troops is now in Cincinnati with .the object of preventing further rioting. The town continues in a very excited state. .„.» —«. — AUSTRALIAN CABLE. Melbourne, March 51. In consequence of the death of the Duke of Albany, the proposed farewell banquet to the Marquis of Normanby and other festivities in honor of His Excellency's departure have been postponed. In the Gazette issued this evening, Sunday next, 6th April, is proclaimed a day of general mourning throughout the colony for the death of Prince Leopold. Sydney, April 1. In consequence of the prevailing drought the water supply in the city and suburbs of Sy Iney is now merely intermittent. Aeec unts from the country districts generally state that great distress prevails, owing to the want of watei. There is no present sign of rain. News is to hand from New Guinea that the inland tribes there are engaged in a fierce war, and the Rev. Chalmers has proceeded to the scene of hostilities, to endeavor to restore peace. The prisoner Williams, who was sentenced to death for the Woolloomooloo murder, has had the death penalty commuted to penal servitude tbv life, and will receive three floggings.
