ENGLISH AND FOREIGN. London, March, 24. The Electoral Reform Bill is under consideration. On the motion for its second reading in the House of Commons last night, Lord John Manners introduced an amendment, of which he had given notice on the 4th inst., setting forth that the present reform was unacceptable without a Bill for the redistribution of seats. A debate was commenced on the motion, and lasted throughout the sitting. Tbe House is expected to divide on the amendment early next week, March 25. Messrs Archibald Currie and Co.'s new steamer Bucephalus, built for the Calcutta and Melbourne trade, has been tried at Middlesbrough, and averaged 12 knots. She sails for Calcutta in April. It is reported that Russia intends to abrogate the remainder of the Treaty of Paris. It is feared that the Sultan of Turkey is going mad. Mr Gladstone has so far recovered that it is expected he vill resume his ! seat in the House of Commons on Monday next, March 26. It is reported that Wm. George Edeu Baron Auckland is an applicant for the Governorship of Victoria, Powell's New Gunea expedition has been postponed until next year. New York, March 25. News has been received here that tbe Missouri (? Mississippi) has overflowed its banks, and that an immense ares of country near New Orleans has been submerged. It is feared many persons have been drowned. .—« AUSTRALIAN CABLE. Sydney, March 26. In the Legislative Assembly last night, a motion was passed to the effect that before any Bill for the constitution of a Federal Council for Australia is passed into law by the Imperial Parliament, sueh measure must be submitted to the Paliament of this colony. Intelligence of serious outrages committed by natives in New Ireland has reached here. The advices state that the natives burnt Hernchin and Co.'s trading station at Noosa, and murdered Captain Moller and all the crew of the schooner Meokeo. Subsequently the vessel was destroyed by fire. The German corvette Hyama has 6ince visited the scene of the outrage and shelled a native village, killing fix of the inhabitants. A sculling match has been arranged with Hani an for £IOOO a side, to be rowed on the Nepean river on May 22nd. Hunt, who arranged the match, will nominate either Trickett or Beach as Hanlan's opponent. Melbourne, March 27. A grand Masonic ceremony took plpce at the Melbourne Town Hall yesterday, when Sir William' Clarke was installed District Grand Master of the English, Scotch and Irish Constitutions. Fully 3000 Masons were present. In the evening a levee and banquet were held at the Town Hall, which were attended by 1100 people. The whole of the day's proceedings passed off with groat eclat. '
