ENGLISH AND FOREIGN. London, March, 24. Tenders for the West Australian Government loan of £154,000 at 4 per cent and a minimum of 96-g- were opened to-day, The total amount offered was £257,000. Tenders at £97 Is will receive 83 percent and tenders above that price in full. Lord Derby has assured Mr MarraySmith that he has no hope that any remonstrance on the part of the English Government will be effectual in preventing France carrying out the recidiviste scheme, He has, however, promised to again consult Lord Granville on the subject. The police have effected the arrest of a man who is supposed to be the murderer of a farmer named Beech and his wife at Pettaville, near Geelong, in January last. The accused is known to have been a lunatic who effected his escape from the Aarra Bend Asylum some time ago. Sydney, March 25. Haitian, the Canadian oarsman, will shortly be matched against a local sculler, for one thousand pounds a side. It is probable Beech will represent the colony, and that the match will be rowed on the Nepean river. i
