ENGLISH AND FOREIGN. London, March. 13. Sir Dillon Bell, Mr Murray Smith, Sir Saul Samuel, and Mr Hemnant have met to consider the report of the Western Pacific Commission, ami the hostile attitude assumed by Sir A. Gordon to the Australian Pacific policy. Mr Hemnant urged that they should proceed to consider the report of the Commission, which he considered struck at the root ot the policy approved of by the Australian colonies, but the meeting finally determined to await instructions from their respective Governments before taking any action. March 14. The steamship Aorangi, from Lyttelton, left January 31st, has arrived at Plymouth. Her cargo of frozen meat is in splendid condition. The Homeward mails via San Francisco from Auckland, Feb, sth, were delivered here to-day. The French Government has determined to appoint an Official Resident at Obok, in Abyssinia. Paris, March 13. Official despatches have been received from Tonquin announcing that the French troops have captured and occupied Bacninh. The city and outworks were held by a strong force of Chinese regulars, besides local troops, but the French successfully turned thepositions, and after several hours fighting, in which the Chinese suffered heavily from the fire of the French Artillery, a general advance was made, and the Chinese fled. The city and neighboring forts are now occupied by French troops. Despatches state that the French lost seventy (sic) wounded. New York, March 14. A telegram is to hand announcing that an explosion has occuvred in a coal mine at Pocahontas, Illinois, and caused the death of 150 miners. AUSTRALIAN CABLE. Melbourne, March 14. W. J. Gregg, merchant, of this city, has failed for £90,000. His liabilities are chiefly outside the colony. He has disappeared from Melbourne, and is believed to have gone in the Lusitania, which sailed last week. Sydney, March 14. A prize of £2OO has been offered for a match between professional scullers, the winner to meet Hanlan, the American oarseman. March 15. Arrived, this evening—P.M.S. City of Sydney, from San Francisco via Auckland, Hanlon was Recorded an enthusiastic reception on the arrival of the City of Sydney, by which he was a passenger. As yet he has not arranged for any matches with Australian oarsmen. He intends to give rowing exhibitions throughout Australia. Hanlan will visit New Zealand on his return, and will give similar exhibitions at various places.
