ENGLISH AND FOREIGN. London, March. 11. A debate has taken place in the House of Lords on the subject of Central Asia and the occupation of Mery by Russia. In the course of the debate Earl Kimberley, Secretary of State for India, made a speech which announced that parleying was now proceeding between the English and Russian Governments, with a view to definitely fixing the lines of the Russo-Afgban frontier. Lord Lyons has assured Mr Murray Smith that M. Ferry is determined to pass the Recidivistes Bill, and that he resents Australian opposition. March 12. Lord Reay has been offered the Governorship of Victoria, but has declined to accept it. March 13, In the course of an address at Chelsea last night, the Marquis of Salisbury stated, in reference to the Conservative programme, that the Opposition are determined to secure an appeal to the country before the Government Reform Franchise Bill is passed. The Suez Canal Company has formally approved of the Convention made by Baron de Lesseps, but the meeting was of rather a tumultuous character. The portrait of Lord Melbourne, presented to the Colony of Victoria, has been submitted for the Queen’s inspection before being packed, The King of Norway has determined to maintain the privileges of the Crown despite the recent Parliamentary impeachment. AUSTRALIAN CABLE. Melbourne, March 12. The interim agricultural statistics of Victoria show the yield to date to have been 13,000,000 bushels, or an average of 13.89 per acre.. It is estimated that the total yield for the season will amount to 15,000,000 bushels. March 13. The Victoria Navigation Board has written to Dunedin to ascertain the nature of the enquiry held there into the collision between the Wairarapa and Adelaide, The Board wishes to know whether its proposed enquiry is invalidated by the official enquiry held at Dunedin.
