The reconstruction of the Ministry can hardly give satisfaction. In the first place Mr Oliver can never lead the Legislative Council, and as it is there he holds a seat, that mast natarally fall tohis share of Parliamentary labors. Mr Oliver never distinguished himself in anyway, and the reason why be was selected as a Cabinet Minister was because it was necessary to conciliate Otago, and there was no other man from that province whose views accorded with the Government in any way suitable. Hence the reason that Messrs Oliver and Dick were first invited to take portfolios. To expect that Mr Oliver can lead the Upper House and represent the Government there is all moonshine, He can never do it, but no doubt some other arrangement will be arrived at before the next 'session. it is said will retire and go Home to England, and probably some strong man will be found to fill bis place. There is another reason why the position of the Ministry has been considerably weakened by the change. Mr Whitaker had a very large following from tin* province of Auckland, and it is more than probable that these will be hard to keep together, Unless the Government can get a good Auckland man—Mr Dargaville, for instance—in the Ministry, they will never outlive next session.
