ENGLISH AND FOREIGN. London, Ang. 29. Pending the issue of the official despatches a better feeling prevails regarding the action of the French in Madagascar. It is considered that Mr Gladstone has throughout the negotiations regarded the French policy in as favorable a manner as possible. Aug. 30. The Irish Land League have passed a resolution thanking Messrs Redmond, and expressing success of their mission. They also eulogise the generous manner in which the Irish Australians have subscribed towards their cause. Mr Parnell has predicted that the Government will shortly introduce a Bill for the self-government of Ireland. Madrid, Aug. 28, A serious political crisis has occurred here owing to the differences between King Alfonso and his Ministers, the latter having objected to His Majesty leaving the kingdom on his propose.! visit to the German Empire. No decision has yet been come to in the matter. Parii, Aug. 28. An attempt has been made to incite the populace of this city against the Republic, and placards urging the claims of the Comte de Paris, head of the House of Orleans and grandson of the late King Louis Philippe, to the throne of France under the title of Louis Philippe 11., have been posted in several places in the city. Cairo, Aug. 28. Thirteen prisoners who were tried and found guilty of complicity in the massacres at Alexandria, in July last year, were hanged to-day. Capetown, Aug. 28. O’Donnell, who shot James Carey at Port Elizabeth, last month, sailed to-day for England, where the trial will take place. Aug. 29. The intelligence recently to hand that the King of Anam had submitted to the French Commander, and that terms for a cessation of hostilities had been agreed upon, it now officially confirmed. Later. It is announced that the French Government has assumed control of the finances and Customs of the Kingdom ol Anam, in accordance with the terms of the trsaty recently made with the monarch of that country. A circular signed ‘ Philippe, Corate de Paris,’ has been issued to-day, formally notifying the Courts of the death of the late Comte de Chambord. Batavia, Aug. 29.
A tidal wave has been experienced at Angier, on the coast of this Island, and has caused the complete destruction of the place and great loss of life. The recent volcanic eruption on Cracatoa, and the consequent disturbances have completely changed the aspect of the Straits of Sunda, and the navigation of the passage is now attended with great danger, Hong Kong, Aug. 29. A force of two thousand Chinese troops has been ordered to Canton in view of the state of affairs in Tonquin. Vienna, Aag. 29. Count Kalnoky, Minister for Foreign Affairs, has gone to Salzbiirg to meet Prince Bismarck. Nothing has transpired as to the object of the interview. AUSTRALIAN CABLE. Melbourne, Aug. 29. A serious railway accident occurred last night on the line at Essendon near this city. At 9,45 p.ra. the Melbourne train had reached Newmarket, when the signals were found to be defective. The driver proceeded under orders from the signalman, who, however, turned the train on to a siding, where it. ran into a cattle train. The shook was a terrible one. Twenty passengers on the Melbourne train were injured, two some ivhat seriously, but most were able to proceed to their homes without medical attention : Brisbane, Aug. 29. The doctor of the steamship Duke of Westminster, just arrived from London, is suffering from smallpox, and the vns sel, which is bringing immigrants to this colony, has been ordered into quaran - tine.
