ENGLISH AND FOREIGN. London, July 12. Id the House of Lords to-day, Earl Granville stated in renty to a question that the Government had reason to believe that the French Government were disposed to grant reparation for the outrage on British officials and naval officers in Madagascar. Communications were, his Lordship added, passing between the Governments on the subject. July 13. Sir Stalford Northcote has given notice of his intention to oppose the agreement witli Count de Lesseps for the construction of a second Suez Canal, when the vote to provide the necessary capital comes on for consideration in the House of Commons. In the House of Commons to-day Mr Gladstone, in replying to questions, stated that any further "despatches that might be received from the colonies on the subject of New Guinea would receive duo consideration at the hands of the Govern men t. Tlie mortality from cholera is now generally decreasing. The epidemic however continues to spread, and easel have appeared at fresh places.
AUSTRALIAN CABLE. Melbourne, July HA telegram has been received announcing the arrival of the steamship Austral, all well, at Rio de Janeiro on July 12. She put in to replenish her supply of coal. Unfavourable weather was experienced on the passage. The Argus has despatched Julian Thomas (the Vagabond) to report on tho New Hebrides. Quarantine has been established here for vessels from Fiji, in consequence of a report that small-pox, cholera, and measles are prevalent there. Blanche Stammers, actress, died this moriiing, after an illness of only a few hours. She took part in the performance at the Theatre Royal last night as usual.
