TEMUKA ROAD BOARD.
The usual monthly meeting of the above Board was held last Tuesday. Present—Messrs J, Talbot (Chairman), J. Paterson, J. Austin, and M. Quinn. MINUTES. The minutes of the previous meetings were read and considered. DEPUTATIONS. Messrs A. M. Clark and A. E. Cox, waited on the Board to request that a oertain drain at Eiverslea should be cleared. The Surveyor was instructed to do what was necessary to it.
Mr Clark also brought up the question of a road through the Arowhenua estate, and asked that it be formed.
The Chairman said the road was a private one, and that the Board had no power over it unless it could be dedicated to the Board.
Mr Clark said a great many ratepayers would finl it very inconvenient if it were stopped, The Chairman read certain sections of the Act bearing on the transfer of the road from the private owners to the Board, and after seme further discussion an understanding was come to, to the effect that if Mr Clark obtained a legal opinion with regard to the transfer of the road the Board would give every assistance in its power.
Mr Morley waited on the Board in reference to water which was flowing in upon his property. There was never any water except what came from the road.
The Chairman said that it was intended to make the footpath as far as Levens's, but Mr Sinclair deemed it advisable not to make it further than Wheelbands.
Mr Sinclair explained that it would be necessary to get the consent of a property owner named Downs, as it would throw down his fence, and that would involve the Board .
The Chairman promised that the Board would consider the matter and do all it could to carry the water off. Mr Palmer asked that something might be done with regard to the bridge over the river. He suggested that the old bridge should be attached to the railway bridge. The Chairman said it was a very useful crossing, and the Board would consider it.
Mr Badbam stated that he" had cleaned the drain he had taken 12 months ago. The man that did it this year -was willing to take it for three years at Is per chain for the first two years and Is 6d for the third year.
The Chairman intimated that it was probable that the Board would agree to that arrangement with the man himself.
Mr Badbam also drew attention to the disgraceful state of Cooper's Creek. Mr James Austin supported Mr Badham's application to have something done to it. He eaid that it was so bad that three horses with a ton of coal had stuck all night in it, and he had a difficulty in crossing it with 12 bags of oats. The Chairman said that tenders were called for the work of making a ford there, bat after some further discussion it was thought that a ford would not do so it was decided to erect a wooden bridge over it.
Messrs Gibbs Bros, and Hopkirson waited on tha- Board to support a claim which they psifc in for extras in the con-
tract at Kakahu. They had to sink two feet deeper than the plans specified, and had to remove altogether about 400 yards not provided in the specifications.
The Overseer disputed the accuracy of the statement, and after a long discussion and an examination of the plans it was decided to get Mr Meason to measure the work, the cost to be borne by the contractors if they could not prove their statements.
ACCOUNTS. Accounts to the amount of L 293 4s were passed for payment.
CORRESPONDENCE.
Correspondence was read as follows : From Mr Geo Bolton resigning his position as Inspector of Nuisances owing to his inability to attend to the duties through work imposed upon him by a bankrupt estate.
The resignation was accepted and the Overseer appointed pro tern, pending the proclaiming of a Borough in Temuka.
From Mr N, C. Nicholas and otheis, asking to have the footpath on the western side of Allnut street levelled and shingled.
Tenders were ordered to be called for the work.
From Mr Palmer in reference to Cooper's Creek. From Mr D. Taylor bearing on the same subject. From Mr F, H. Barker, declining to do more than pay for half the cost of cutting drain. He would not pay for the cost of forming the road. It was desided to accept Mr Barker's offer, that is to pay half the cost of cutting the drain opposite his land.
Frora Mr Totten stating that the road running through his land to Grant's Island had been cut down by the grain traffic this season. As a portion of the road was useless, he allowed people to pass through a part of his land, and he requested the Board to put it in order. It was ordered that the ruts should be filled in.
From Mr F. H. Barker stating that land for which he was rated was now in the occupation of Mr James Austin and Mr Thomas Connelly, and he asked that his name should be taken off the roll in respect of them. It was decked that the Board had not power to make any any alterations until the next valuation was made.
From Mr Gaffney, asking the Board to insert Mr Tworaey's name on the rate roll in respect of section 12 instead of his own.
From Mr Twomey, bearing on the same subject, The matter had already been attended to, and the name? forwarded to the Commissioner, Mr Sperry. From a contractor, enclosing an order to the effect that all moneys due to him should be gives to a certain storekeeper. As it was against the rules of the Board to entertain orders, it was decided not to comply with it. From Mr Gimpson, of Winchester, asking his name to be taken off the rate roll in respect of a store at Winchester, as he was no longer occupier of it, and therefore not liable for rates. The matter was allowed to stand over until next valuation list was made. From Mr Meason, explaining why he had made certain charges, and reducing his account by £3 3s, although the mistake which necessitated the expenditure was not his. From Mr O'Halloran, asking that the footpath from the Post-office to the Courthouse might be formed. The Overseer was instructed to see to the matter,
From Mr J. Ollivier, Provincial Auditor, making suggestions as regards the keeping of accounts, pointing out that all cheques should be crossed, and that persons who could not sign their names ought to have a witness to their signatures on receipts for money. It was decided to comply with the recommendations as for as possible. From Mr Ackroyd, calling attention to the state of the drain near McKenzie's, on the Swamp road. It was decided that the work should be done at once.
WOUKS TO BE DONE. On the motion of Mr Quint), seconded by Mr Austin, it was decided to repair White's road down as far as Mr Parke's, at Milford.
On the suggestion of Mr Qiiinn, it was decided to construct wings on the two bridges at Epworth ; also to fill in a hole opposite the brewery. It was also agreed that the road leading to the river near Mr Gordon's residence he improved. It was Mso decided to call for tenders for shifting the foot bridge at Palmer's crossing to the end of the railway .bridge.
THE Hf'RSE. The question of the horse and dray was discussed, but nothing was done in the matter.
TENDERS. The following tenders were opened : Contract 58—T. Ourrie, LIS (accepted) ; Gibbs Bros., L 24 15s; R. Latimer, L 22 10s; M. Fiaherty, LlB 13s 4d.
No. 59—W. Greenaway, L 9 (accepted ; R. Latimer, Lll; M. Flaherty, L 3 7s 10d.
No. 63, supplying timber—Dawson, 14s 6d per 100 ft (accepted); Sladen, 17s Sd ; Hayes, 17s 6d ; Jackson, 20s; Montgomery and Co., 255. No. 64—Hopkinson, L7l ; allowed to stand over, as a wooden bridge is to be erected instead.
No. 66—R. Latimer, L 5 (accepted); Gibbs Bros., Ll 3. No. 66—W. Le,vis, L 4 10s (accepted) ; M. Flaherty, L 8 12s ; M. Melville, L 8 17s. No. 67—E. Counihan, L2B 12s lid; Poff, lCd per yard (acceptep).
THE BOROUGH COUNCIL. Mr Talbot thought it desirable that the Board should have a copy of the petition re the proposed Borough Council and also the plan, and made a motion to the effect that the Colonial Secretary be written to, asking him to furnish these things. The motion was agreed to. overseer's report,
The Overseer's report was read. It recommended that in the case of the application of Messrs Pearpoint and Sugrue, L 3 should be given to the former and L2 to the latter. This was agreed to.—The road leading to Ackroyd's would cost a considerable sum to put a foot bridge over it. No action was taken.—He suggested that the penalty should be enforced where contracts were not finished at the specified time, He hadlet the footpatb between Mr Aspinall's and Mr Wheelband's, and the whole footpath would be then formed. The offices required matting and chairs.
It was decided to get a few chairs for the office,
