ENGLISH AND FOREIGN. London, April 4. Four men, named Norman, Gallagher, Wilson and Dalton (the last an American), who were recently arrested in London, were charged at the Bow street PoHce Court to-day with being in unlawful possession of explosive material, which it was proved had emanated from Birmingham. The prisoners were remanded till Thursday next. The police have information that the accused have been supplied with considerable sums of money from America. In consequence of an alarm that an attack on Windsor Castle was intended, the military guard at the palace has been largely increased and the utmost vigilance is being exsreised. The Right Hon Dr Lyon Playfair, late Chairman of Committee in the House of Commons has been knighted. Mr Ed. McNaughton, Q.C., M.P. for the County of Autrim, succeeds Sir Edward Ifry as one of the High Court of Justice.

Sir Edward Fry, one of the Judges of the Chancery Division, and not Sir William Field, Judge of the Queen's Bench Division of the High Court ot Justice, as previously reported, succeed? the Right Hon Sir William Balior Brett as one of the Lower Justices of Appeal.
