The Bank of England has to-day reduced the rate ot discount to three per cent.

In the House of Commons last night it was announced that the Right Hon Mr Lyon Playfair had resigned the Deputy-Speakership and that the Marquis of Hartington had proposed Sir A. J, Otway, M.P. for Rochester, as his successor.

Parnell has written a letter to the Press, stating that ha expects to visit America shortly. Cardinal McCabe, Archbishop of Dublin, has recovered from his recent illness.

In the House of Commons last night the debate on the Address in Reply was resumed, when an amendment was introduced by Mr O’Connor setting f-jrth that the prevailing distress in Ireland should receive the immediate attention of Government. The amendment was rejected after some discussion, and the Address in Reply was finally adopted as originally framed.

Mr Gladstone returned to London to-day from France, Intelligence is to hand from Havre that the man named John Walsh, who was implicated in the Irish assassinations by Carey, the informer, has been arrested there under an extradition warrant.

It has transpired that a warrant has been issued for the arrest of “ dumber One,” the mysterious personage who was alleged by Carey to have directed the operations of the Assassins Committee. The utmost secrecy has been observed respecting “Number One’s” identity. The United States House of Representatives denies the right of the Senate to originate the Tariff Bills. Germany has offered the Duke of Cumberland succession to the Duchy of Brunswick, apd twenty-four million of marks, if he will renounce his rights to the Throne of Hanover. It is stated that Mr Parnell’s visit to America is intended to account to the Irish Americans for the disposal of the Land League funds. Taking into consideration the accrued interest and the terms of deferred payments, the actual price now asked for the balance of the Victorian Loan is only 98.

Sir A. J. Otway has been elected Deputy Speaker and Chairman ot Committees, in the House of Commons, without opposition, vice the Right Hon, Mr Lyon Playfair, resigned. Madrid, March 1.

A deadlock occurred in the Anglican Synod regarding the choice of a successor to the late Bishop Barker, a difficulty having arisen between the Broad and Low Church.
