ENGLISH AND FOREIGN Paris, Jan. 28

The Premier and General Billot, the Minister for War, have refused to agree to the compromise proposed in connection with dealing with the Bouapartist question, and a split has occurred in the Cabinet. M, Duclerc has consequently tendered the resignation of himself and his colleagues to President Grevy. It has transpired that M. Ferry has been summoned by President Grevy to undertake the formation of a now Ministry, Later. M. Ferry lias declined the task of forming a new Ministry. Jan, 29. M. Faillieries, who was Minister for the Interior in Duclerc’s administration, has been summoned by the President to constitute a new Cabinet. Later, M. Faillieries has formed a coalition Ministry, consisting of all his former colleagues except M, Duclerc, General Billot, Minister for War and Admiral Jaurcguiberry, Minister for Marine, M. Faillieres becomes Premier and Minister for Foreign Affairs, General Thebamlen succeeds General Billot as Minister for War, and M, Tirard is appointed Minister for the Interior. Latest, The statement that General Thebauden had accepted a seat in the Cabinet as Minster for War is incorrect, the portfolios for War and Marine have not yet been allotted. The debate on the Bill providing fertile expulsion of members of the dynastic families and for preventing the issue of anti-Government manifestos, took place in the Chamber ot Deputies to-day. No decision was arrived at, and the discussion, which was throughout of a desultory and uneventful character, was ultimately adjourned. The present Ministers arc in favor of effecting a compromise with the Committee appointed by the Chamber to consider the measures which should be taken in the matter.

Gibson, the Town Clerk of Dunedin, has arrived, and is enquiring into the alleged frauds in connection with the Municipal bonds. So far as is known there is no reason to believe that further frauds have been committed beyond those already brought to bght. Intelligence has been received that Wangilogong gold mine is Hooded. The men who were at work at the time of the influx; succeeded in escaping, and no loss of life has occurred.

A telegram has been received from Suez, dated January 25th, announcing that the steamer Orient had arrived at that place, and reporting that her refrigerating machinery was working satisfactorily.

Private telegrams announce that the Indian Government has voted £15,000 to cover the expenses of the Indian Court at the approaching Calcutta Exhibition.

Gibson, Town Clerk of Dunedin, has gone to Geelong and Ballarat to make

enquiries as to possible further frauds in connection with the Municipal bonds.

Mauritius advices to the 13th inst, state that the engagements of sugar for Lyttelton comprise 200 tons. The clearances include 500 tous for Dunedin, The sugar market is firm, with active demand, Reports from the country districts show that the drought is interfering with the growing canes.
