Since the passing of Mr Gladstone’s now procedure rules on Wednesday evening, more rapid progress has been made in the House. During yesterday’s sitting the third, fourth and fifth rules, relating to debates on motions for adjournment, division, and irrelevance or repetitious, were carried.
