Major Atkinson said the session would - corns toa close about the end of this monthHe moved the second reading of the New Zealand Loan Bill, Mr Holmes spoke against the way in which the loans were being raised, and suggested-that the deficiency in non-paying railways might be made a charge on the adjacent lands. The present wai a bad time to borrow money, Th-iro was a desperate war looming in the distance, and perhaps before the end of the year they would have to spead £200,000 on the defences of the colony. The North Island had already received more 'than its full share of the public expenditure, and it was not fair to give it a special loan of £IOOO,OOO now. Mr Dargaville regretted that for party purpose* he would have to vote against The second reading of.the Loan Bill was carried by 44 to 33 votes, Mr Poatlethwaite voted against it. Tuesday's Sitting. The Justices of the Peace Bill was considered, and a clause inserted to the effeot that any Justice of the Peace becoming bankrupt should ipso facto cease to be a Justice of the Peace. In reply te a question Government said they had no intention of repealing compulsory vaccination. Replying to Mr Postlethwaite, the Hon. Mr Rblleston said Goverment had made arrangements to give assisted passages to domestic senrants who were nominated by friends,
Beplying to Mr Fish, the Hon Mr Bryce said he had never seen or heard of a news paper called Society, in which a paragraph was said to hare appeared headed 'J Another failure." It was, however, true that two policemen had been detected taking some small articles at the Exhibition Buildings at Ohristchurch. They were challenged, the articles were restored, and the men were'dismissed'from the force but not prosecuted. The Bankruptcy Bill was introduced by the Hon. Mi Dick and read a first time. On the motion for going into Committee on the North Island Loan of £IOOO,OOO, a discussion took place, and a division being taken 4Y voted with the Government and 23 against them. In Committee Major Atkinson moved that the loan shall not be raised until the line shall be surveyed and approved by Parliament. r Mr Barron moved that the sum be reduced to £250,000, but the motion wa s lost.
