HOUSE OF REPRESENTATIVES, Fkiday's Sitting,
Replying to questions, Ministers stated that Government would not be responsible for delays, errors, or non-transmission o* telegrams ; that the pay of railway employees would be increased from the 31st inst ; that a sum would be placed on the supplementary estimates to enable local bodies to prosecute forest tree planting. A Bill introduced by Sir George Grey to lessen the taxation on property, and put more on uncultivated land was ruled to be ina Hmissable by the Speaker, on the ground that it was not competent for a private member to introduce a measure dealing with taxation. The Bill was consequently not allowed to be introduced.
The Native Reserves Bill was debated at considerable length. Its principal feature is the placing of the administration of the reserves in the hands of a nonpolitical Board. The second reading was carried by 40 to 34.
The Hon Mr Dick moved the second reading of the Leaseholders' Qualification. Its object is to give every man of 21 years of age leasing any holding of the annua' value of £lO a vote to elect a member of the House of Representatives. The Bill was read a second time on a division of 32 (o 21, Several Bills were dealt with in Committee, and the House rose at 1.30 a.m.
