Freycinet, Minister of War, to raise nine and a half million francs towardf the protection of the Suez Canal. Official information has been receifeA stating that French and English men-of-war are stationed at Port Said, and that between Ismaila and Suez ft gun-boat acts as escort to the mail. The ironclads are getting ready for further action. In the recent outpost skirmishes the British suffered the loss of forty killed. Arabi has written to the Sultan that he will forcibly oppose any landing of Ottoman troops in Egypt. The enemy at Kafradowar have commenced to fortify Oman. The Secretary of War has stated ill the House of Commons that the Egyptian difficulty has completely paralysed trade in India. , Russia is ascertained to be massing large bodies of troops in the Caucasus, and the Porte is alarmed in con* sequence. * July 28. The Governor of Port Said has re* signed, and thi woist is feared. A Radical meeting has denounced the Government. • Admiral Sir Beauchamp Seymour hat written a letter to the Khedive in which, on behalf of the British Government, he disclaims any intention on the part of England to effect a conquest of Egypt. ?_ It is reported today that Arabi haf left Kafradowar and has retired to Damanhour, a place situated on the railway between Alexandria and Cairo, 35 miles from the city, where he is now ; entrenching. It is further stated that in evacuating Kafradowar Arabi has left strong outposts there to cover"bje withdrawal. The English Government agrees io the co-operation of Turkey with a view to a settlement of the Egyptian difficulty, provided the Sultan proclaims Arabi ■ rebel and undertakes to assist in hif capture. H.R.H. the Duke of Teck has beeft appointed a member of the Staff of Bir Garnet Wolseley in Egypt. In the House of Commons today •« extraordinary war credit of £2,300,000 to meet expenses connected with the despatch of a British expedition to Egypt was, after further dticubsioD, finally agreed to by the House". The rumor that Arabi Pasha has yro> posed to surrender is now confirmed* The parleying took place at Mohala ftl the instigation of the" Sultan. July 29. Alexandria/* July 27. - The Khedive definitely refused to entertain the recommendation' of his Ministers that an amnesty should bo granted to the superior rebel officers at Kafradowar if they surrendered Arabi Pasha. ...-» Constantinople, July 28. ~-* The Porte has announced that it hag decided forthwith to despatch a force of Turkish troops to Egypt, in accordance with the suggestion,recently made ill the Identical Note of the Powers. Paris, July 28. In consequence of the announcement by the rorte of its intention to despatch a Turkish force to Egypt, M. De Frejcinct, the Miuister for Foreign Affairs, has now postponed the con* sideration of his motion for a credit. to cover the expenses of the proposed Freuch expeditionary force.
