'Arabi Pasha is nearing Alexandria. July 21,: 6.80 a.m. The war credit has raised s the income tax twopence in the pound. Till* Radicals oppose this. The Assembly of Notables bare met in Cairo at the instance -of Arabi Pasha, and proved hostile' to the Khedive, and despatched a commission of enquiry to Alexandria. The Egyptians in Alexandria are lukewarm, and it is suspected that guard is intriguing with" Arabi 'Pasha. The Porte has agreed to confer with the other Powers at the instance of Germany. < The reply of the Porte to the identical Note of the Powers, in which it states its willingness to send 4 a' delegate to Stamboul to the Conference, it equivocal, and is generally regarded as equivalent to a refusal to send!,' Turkish troops to Egypt. .-;■* Sir Garnet Wolseley has 1 been appointed to the command of the English troops in Egypt. .
The statement that the Government had issued, orders for the immediate dispatch of the expeditionary force to Egypt is now, fully confirmed. The various regiments comprising the army corps are now leaving their garrisons, and are moving towards the ports, where transports are lying ready to receive them. The embarkation of troops will be proceeded with without delay, and the transports will depart as soon as they have received theirJcomplements. July 22. It is announced that LieutenantGeneral Sir John Adye, SurveyorGeneral of Ordinance, has been appointed Chief of the Staff of the British army in ttgypt. Intelligence has been received that France has made a proposal that Italy should co-operate in the military* operations in Egypt. It is probable that England will acquiesce in this arrangement. • ' Bombay, July 22. Two transports sailed today for Suez with detachments of Indian troops for service in Egypt. Malta,, Jujy 21. A further detachment *,ot 2100 British troops left today for Alexandria. Alexandria, July 20. Intelligence is to hand from Lafradowar that Arabi is collecting and receiving the taxes from the inhabitants of the district, and is further making extensive requisitions upon them for money and supplies. A reconnaissance of Arabi Pasha's position at Kafradowar has been made, and it has been ascertained that his en« trenchment is in a situation of considerable military strength, and capable of being well defended. It is not yet known what steps will be taken to subdue the rebel army. The reconnaisance party further ascertained that Arabi Pasha has cut the* canal through which the water supply for the city of Alexandria is brought,.. and the inhabitants are now suffering from scarcity of water. ! July 21. Notwithstanding the action of the rebels in diverting the water supply by cutting the aqueduct, there is sufficient water in the canal flowing to the city to'last for some time. Later. The latest news from Kafradowar is to the effect that Arabi has further strengthened his position there. He hns openly r. vowed his hostility to tho English, with whom he says he will carry on war to the knife. Intelligence is to hand that further disturbances have occurred in the interior of the country between the natives and Europeans, and many more of the latter have been killed. • There is general alarm among the Europeans throughout the country.
