ENGLISH AND FOREIGN. London, Nov. 15. It is announced that Mr W. J. Sendell, one of the Assistant Secretaries, of the Local Government Board is appointed Lieutenant-Governor of Natal.. Sir Evelyn Wood, the present Governor of the colony, will return to England at the end of December. Rerun, Nov 16. Prince Bismarck bad an interview yesterday with his Majesty the Emperor. It has since transpired that perfect harmony prevails between the Emperorand the Chancellor vyith regard to the home policy of the German Empire, and it is now definitely understood that the Prince will not resign. Washington, Nbv. 15. The trial of Guiteau, for the murder of the late President Garfield, has commenced. The prisoner’s behaviour is most eccentric, and it is believed be is feigning insanity. Gambetta, in a long and important address, sot forth the Ministerial programme for the session, and explained at length the views of the new Government. In the course of his speech he referred especially to the necessity for introducing gradual reforms, the importance of extending the commerce of the nation by the aid of Treaties of Commerce, and the necessity of maintaining peace both at home and abroad.
