In the House of Commons yesterday the Irish Land Bill was read a second time, and passed by a majority of, 176. Parnell and the members of the extreme Irish paiity abstained from voting.. At a banquet in the city yesterday evening the Marquis of Salisbury made a speech,, in, the course of which he referred to the Irish Land Bill in disparaging Verms, and severely denounced the Irish policy, of the Government. Telegrams have been received by Government from- Smyrna to the effect that Midhat Pasha was arrested to-day, the French and other foreign Consuls having refused to afford him. any asylum from the Ottoman ministers of justice. St. Petersburg, May 19.
General; Tgnatieff, who was recently appointed! Minister of the Interior, has issued' a circular with reference to the intentions of His Imperial Majesty the Czar,, in, connection with the present internal condition of Russia. The circular states that evex-y effort will he made to extirpate the spirit of rebellion among the- people,, to strengthen the religious faith and morals of the pea santry, and- to- lessen their burdens. The aristocracy generally extol the terms of General Iguatieffs circular.
Paris . MNy 20. The motion of M. Brloux for the abolition of sevutin d'an'ondissement and the substitution, of scmiin de Uste it its place was,, after much, discussion, adopted by tlw Chamber of Deputies yesterday. Telegrams have been received by the Government from- the headquarters of the French army in Tunis to. the effect that the advance of, the troops has been vigorously opposed by the native Arab tribes, and that severe fighting has taken place.. Rome, May 20. Garibaldi, the Italian patriot, has written a letter to the Press with reference to. the treaty recently signed by the Bey of Tunis and; the commander of the French forces m that country, in which he declares that the annexation of Tunis by France would be an insult to Italy, and that the French policy in that respect is threatening to Italian interests.

Sydney, May 21... Enthusiastic p2»elmnrrary meetings were held last night at the Theatre Royal and at Bur-wood, in reference to the Verdict recently delivered in the Bulletin libel case. Resolutions were passed at both meetings that a- sub - scription list be opened to indemnify the proprietors of the paper for the costs of the tr'al which ai<e estimated at LI2OO. LIOO was promised at the Theatre Royal after, the meeting was over, and L2O at Burwood. Large Committees are being orgmised to carry oat the resolutions passed.
The Orient steamer Potosi, after leaving her anchorage fur England, grounded at Clarke Island. After remaining for. eleven, hours she was got off by tugboats and returned to her moorings. A diver is to examine her to-day and report whether she is sea. worthy or not., .
