ENGLISH AND FOREIGN. London, March 14, Sir Stafford Northcote has issued a manifesto condemning the proposal of Government to demand “ urgency ” in the consideration of Supply in Committee of Ways and Means. He declared that such a course would be subversive of the rights and privilege* of the House of Commons. New Zealand securities remain at the following quotations 5 per cent 10-40 loan, 102£ ; 5 per cent , 188 C loan, loan 97^. Adelaide and New Zealand wheats are unchanged.
