ENGLISH AND FOREIGN.
Lonpon, Oct. 28. Mr R. D. Walsh, a prominent member of the Irish Land League, has been arrested, and, together with Mr Parnell'B private secretary, will be charged with intimidation. Severe storms, with heavy rains, have been experienced in many parts of England, and a large extent of low-lying country is flooded. Arrived —Edwin Pox, from LytteHon The homeward mails via Brindisi, which left Melbourne on Sept. 15th, were delivered in London to-day. Oct. 29. A hurricane of a very severe character was experienced at Dublin to-day. The storm raged for some time, and the wind blew with such force that several houses and buildings were unroofed, and suffered other damage. No loss of life or j casualties of a serious nature occurred,
Persisierit reports published in various English and Continental journals that the Czar 01 Russia is afflicted with pai-alysis. No auihentic news on the subject has, however, yet been received, Oct. 31, Three per cent, consols, laide wheat, per 496 lbs, ex warehouse*, 48s 6d ; best Australian beef tallow, per cwt, 35s 6d ! mutton tallow, 36s 6d. Constantinople, Oct. 29. News has been received that a messenger despatched by Riza Pasha commander of the Turkish forces has* been murdered. The act is attributed to disaffected Albanians, ■ Tbhbean, Oct. 29. Intelligence has been received that the tribes of predatory Khurds who have again crossed the frontier from Khurdistan, to Asiatic Turkey, in the Persian Province of Azebij an, are continuing their depredations, and have taken possession of the town of Urumyah, near the lake of the same name, They are further reported to be advancing on Tabreez, a town of conconsiderable size in the interior of the province, and are nillaging .and laying waste towns and villages on their route. It is expected that the Persian troops under Hischmet Dowlah will shortly come up with the enemy. Capetown, Oct. 29.
Telegrams have been received announcing that the tribe of Pondos have risen . agahiNtr the British and have murdered two English Magistrates. Further intelligence is also to hand regarding the war in Basutoland. The Gape Rifles, under Carrington have taken the village of Lethodo, the most powerful Basuto Chief, after a desperate defence. Continuous fighting is proceeding with large bodies of the enemy at different points, Vienna, Oct. 28. Baron De Hamerle, the Austrian Minister fcr Foreign Affairs, made a speech to-day, in the course of which he said that a complete understanding existed between his Government and that of Germany in regard to the policy to be pursued in South-Eastern Europe, and that they would act in common for the settlement of the questions now pending. Calcutta, Oct. 28. No confirmatory intelligence has been received regarding the reported anarchy in Cabul and the murder of the Ameer. The postal service between Cabul and the frontier has failed for a week, an \ no despatches have been received during that time.
