BRITISH AND FOREIGN. The following messages have appeared in Melbourne papers to hand by the s.s. Tararua, at the Bluff . London, Aug. 18th. The Baroness Burdett Coutts has notified to the Queen her intention to marry Mr Ellis Ashmed Bartlett, the Conservative member for Eye, who is aged 32. Her Majesty, and also the brother of Mr Bartlett, without objecting to Baroness Burdett Coutts’ intention have disapproved of the proposed marriage, and immense pressure is being brought in the highest circles to dissuade her ladyship from a marriage by which she would lose half her present income. Lord Pluokett, who is also bishop of Meath, having voted against the Compensation for Disturbances (Ireland) Bill in the House of Lords before taking the oath of allegiance, an Indemnity Bill has been introduced, which the Irish members in the House of Commons are obstructing.

The statements already made indicate that collusion has existed for some yean between the marker and soma of those engaged in shooting. The Porte is exhibiting a determination 3 to carry out the alternative propositio n accepted by the Powers for the settlement of the Montenegrin difficulty. Grave doubts exist concerning the con tinuance of tbe concert among the Powers in the coercion towards Turkey instituted by Mr. Gladstone. The British Government have urged that all the signatory , Powers should unite in enforcingrthe fol filment of the provisions of the Berlin Treaty. Russia has replied (hat, while desirirous that the Treaty should be faithfully executed, she hesitates to join the coercion which England is desirous of bringing to bear on the Porte
In consequence of the prevailing de pressiou of trade and of the strikes amongst the engineers and ironworkers many ironmasters in the west of Scotland have decided to close their establishments at the present time. Large numbers of blasts have been extinguished, and much distress prevails amongst the working classes who are thus deprived of employ ment. . ■ The Irish in Glasgow are greatly agitated in reference to the disturbed state of affairs in Ireland. Several public meetings have been held at which 30,000 have at-: w ' tended and resolutions were adopted ex* pressive of sympathy with peasantry who have been evicted by their landlords, and whose condition have been agrivated by the rejection of the Tenants’ CompensaGovernent, impresad with the seriour tion Bill. It is rumouied thatthe Gladstone condition of Ireland, and yielding to representations made to them, purpose having recourse to extreme measures in order to repress the disturbances and agrarian outrages in that country. It . is thought probable that the Peace Preset vation Act of Ireland will be with the view of effectually coercing the* - Fenian organisation.
Portadown, a town in the north of Ira land, near Armagh, has been the scene of serious rioting, arising out of bitter feeling existing between the different religious sections of the Community. The police in the locality have been ugmented, and as an additional precaution the military force ir the district has been considerably reinforced.
