London, March 26. Parliament was formally dissolved on March 24th. I have witnessed with great sympathy the heavy losses sustained by various classes connected with the cultivation of the soil, and have viewed with admiration the patience and high spirit with 'which they have contended against almost an unprecedented ot disastrous season. I trust thatwit.i the blessing of Providence a more favorable harvest may be looked for this yeai and that from the Commission which. issued to enquii’e the cause of the agricultural depression, suggestions may come which will lead to a more profitable use of agricultural laud, and a higher development of this branch of national industry. The electors of the United Kingdom will he ca.Ued upon forthwith to choose, representatives for Parliament and I fervently pray that the blessing of Almighty God will guide them .to promote the object of my constant solicitude viz., the happiness of my people, Mr Parnell since his return has been less aggressive and his language less violent than was anticipated. The birthday of the Emperor of Germany furnished an occasion for renewed assurances c f friendship between the Emperor William and the Czar that he would never make war against Russia in his lifetime, and tins German Crown Prince, in the event of his fathers death, will respect his wishes and prevent war during the life of the Czar.
