ENGLISH AND FOREtGN. London, Feb. 18. The Turkoman expedition, under Abdul Rahman, which is approaching Ba'kk without opposition, is occasioning great excitement amongst the tribes ofCabul. The Times' statement that the Eng lish manufacturers are unwiljing to exhibit in Melbourne is contradicted. The Municipality of Paris has votal 5000 francs to defray the cost of a special collection of exhibits for the Meleburne exhibition. lfrj. Chinese are being dismissed from the factories and railway works in California through popular pressure. London, Feb. 16. Arrived—Malsgate, from Adelaide. The new series of the colonial wool sales opened to-day 8000 bales were catalogued for the opening Bale. St. Peteestjukg, Feb* 17. J'his evening intense excitemont has been occasioned here in consequence of renewed and dastardly attempts to destroy tho Czar and the entire Imperial. family. From particulars which;up tf>" the present have transpired it appearg that about the time at which the gueste invited to a grand dinner at the Whiter Palace were assembled, a mine, fireel 'by electricity was suddenly exploded under the guardroom, which is situated immediately beneath the grand dining hall. A terrific explosion took place' causing a large rent in the floor of the dining hal!,°where the Imperial family were supposed to be congregated. Most providentially, however, they had not assembled, and all the members of tho family consequently escaped. lhe guardroom was, however, destroyed, fivo guards being killed on the spot, and no less than thirty others were more or less wounded. There is not the slightest doubt entertained that the deliberateattempt was made to assasinate .the Czar and the Imperial family, and it is believed to be connected with the plot to destroy the Palace, which was discovered some time ago. Feb. 18.. On an examination being made at the Winter Palace, it was discovered that a mine, consisting of dynamite and gun cotton, had been laid. The train was traced from the inner court to the fuel celler. The escape of those in the Palace was most providential.
