ENGLISH AND FOKEIGN. London, Feb. 16. In a money article the Times publishes a manufacturers’ memorandum from representatives of certain industries, who purpose holding a meeting to consider the withdrawal of their application for space in the Melbourne Exhibition, owing to the tariff. They regret that the protective system was unmodified previous to the dissolution, and fresh legislation they regarded as impossible to be in sufficient time to be of adv ntage to exhibitors. The policy of Sydney was favorably contrasted. Wheat is unchanged. Small purchases are made, pending the collapse of the American ring, when a fall is exexpected. Ayoub Khan, with 6000 men, has left Herat for the purpose of joining Mahomed Jan at Ghuznee, whose forces are decreasing. General Stewart attacks Ghuznee within a fortnight from Candahar, Gen. Roberts despatches a column from Cabul to assist Gen. Stewart.
