GERALDINE COUNTY COUNCIL.

An adjourned meeting of the County Council took place in the Road Board Cilice yesterday, Messrs Tripp (Chairman) Sea,ley, Mendelson, Acton, Hardcastle, Clnlee and Wilson being present, The minutes of the previous meeting were read and confirmed. The Chairman said that the meeting was called to discuss Mr Clulee’snotice of motion, and other business. CORRESPONDENCE. From (he Chairman Slaughtering License Commissioners, re issuing of slaughtering licenses.

The C '.airman said he hod replied, that matter would be considered next meeting. From Maclean and Stewart, oflering the Council rooms in their building, in the event of its meetings being held in Timaru Prom the principal butchers in the comity as fo’lows ; “ Sir, —We, the undersiged, being owners of premises li ens d for slaughtering cattle,nr applicants for such licenses desire to represent to the Council that the abolition of the stock ram , and the imposition of a higher rate for the issue of the licenses will be preferable to the present regulations. The proposed alteration means the payment in one sum of the entire rate due for the year It places the Inspector in his proper position of receiviog his salary direct from the Counci l and obviates the need of his collecting small sums from us each week. The present system is not only irrrgular and objectionable, but the labour of collecting these smad sums will occupy the whole time of the Inspector, -whilst liis weekly visit,made for the purpose of receiving those small fees, will not even have the merit of being made to those premises in which the slaughtering of cattle is carried on. We are quite willing to pay a rate sufficient to provide a salary for the Inspector, but we do not wi«b to find that his entire time and interest should he devoted to its collection :

( Mr Mendelson moved, and Mr Wi.son seconded, That applic di»n be made to the Treasurer in terms of S- ction J Financial Arrangement Act, DLd, for a temporary advance of L2OO to defray expenses.—Carried. Mr Clnlec then proposed that the fntiiie meetings of the Council be held at Timaru.

Mr Acton seconded. Mr Mendelson objected to the _ motion being discussed, as the Act distinct y provided that 7 clear days notice rand be given, whereas onlyG bad been given in this instance.

Mr Sealey contended that requirements of tus Act lud been compl’ed with, and that objections should have been taken at time the nolice was given.

Mr Wilson supported Mr Mendclaon’a views and said there was no reason given for the change proposed to be effected by the resolution, and thought that they were justified iu taking advantage of any clause to upset it.

Mr Acton was willing to refer to the Chairman’s decision. The matter was finally referred to the Chairman, who ruled that seven days' notice had not been given. In answer to Mr Clulee, the Chairman said he thought Tuesday would be the end of the necessary .seven days. Mr Acton wished for an opinion on Section 85.

The Chairman thought they could meet out of the C unity if they choose. Mr Wilson thought that they (should proceed to soim- other business, and moved that the Buik of New Zealand, Temnka, be the l ank of iho council. Mr Hardc.istle seconded.

Mr Wilson objected to the Chairman giving his opinion which way he was going to vote, as it tended to influence members.

Mr Sealer said if the Chairman was. to bo brow-beaten by members it would be better for Council to adjourn. Mr Wilson said that the Chairman saying how ho was going to vote might prejudice one or wo members, and cause them to vote in a way they mignt otherwise not do, and said the Chairman should act impartially until the voting came on.

In answer to a question, ho said his (Mr Chilee’s) motion was disposed of. Mr Acton then proposed, and Mr Sealey seconded—That the appointment of a bank be Held over. The aniendment was carried, Sjthe Chairman giving his vote in favor of it.

Mr Aden’s motion re slaughterhouse license in which he proposed to do away with the fees, give an inspector Ll5O per year, and charge an annual license of L 5 was lost.

Mr Clulee’s amendment, seconded by Mr Trip—That the regulations with reference to slaughtering of cattle be adhered to, with exception that the stock tax fees be paid into the Couuncil fund, and that he inspsetor receive a fixed salary, not to exceed fees collected—was lost. A further amendment, proposed by Mr Wilson, seconded by Mr Acton—That the regu'ations as published by the Licensing Commissioners be adopted, except clauses 2 and 4, for which the following was substituted :

“That any person or persons slaughtering largo or small cattle for sale to the extent of two large cattle, ten sheep or other small cattle, per week, pay yearly a .license of L2, and all others who slaughter beyond that number pay a license of L 5 annually. The amendment was c arried. The original motion being put, was lost. BYE-LAWS The Selwyn County Council bye-laws were disensssad, and with a few exceptions adopted. Tiie Chairman said a copy of the Geraldine Roll would cost L 8 Bs. Considerable discussion took place with regard to expense, when it unis resolved that the resolution passed last meeting take its course. NOTICE OF MOTION. Mr Clnlee proposed, and Mr Sealcy seconded —That a special meeting of the Council be held on 19th Feb-,., to take into consideration the advisability of rescindng a resoution passed on Jan 4, 1877, as to of holding Council’s meeting, and that the Clerk give notice of the business to be considered. OPIIII BRIDGE. Mr Wilson proposed that stops should be taken to ascertain the advisability 7 of erecting a naw bridge* instead of extending the did one. Ho understood there were

plans in the hands of the Hoad Board for extending the old one, but tnought information should bo got re the budding a new one, and moved a resolution to that effect.

Mr Mendelson pointed out that it wxs unnecessary to move a mot'on at pri ent. The Temnka Hoad Board could apply to the Revels Road Board,and if no sotisiactorv reply was received they could then apply to the Council. The Council would authorise one of the Boards to construct the bridge and deduct half of the cost from anv monies i-cceived by Hie Council for distribution by the Board. Mr Wilson consented to withdraw his mo lion. ADJOURNMENT. The meeting then adjourned till Thursday, February 18th, at 1 pm.
