ENGLISH ANDTOREIGN. London, Sept. 12. Tho directors of the West of England Bank have been committed for trial for the publication of balances with a fictitious statement. It is reported in Simla that Yakoob Khan had been assassinated bv the fanatical murderers of Major Cavagnaij. He was beseiged for several days in his palace. He resolutely repudiated the outrages on the inhabitants. The British troops are advancing by forced marches on Cabul, and hitherto without encountering any resistance. The Imperial Government contemplate adopting measures to limit the borrowing I powers of the colonies. j The Doncaster Leger was won by Count LsGrange's D'Or, Raperra second. I The tone of the wool market is firmer for ordinary and medium greasy and I scoured merinos. Other sorts are unchanged. A sustained interest is shown I by the presence of a good number of buyers, the French especially mustering strongly, The series will close about the 27th September. News from Afghanistan states that the Ameer's guards gradually deserted; Yiilconb fell while defending himself agidnst the mutineers. Tho advanced posts of the British reached Shutargarten on the Bth, and occupied the road to Cabul through the Karaocho Pass, which it rraa stated avbs defended by hostile tribes. The rebellion has extended to Herat, and tho bitterest animosity is manifested. Thebau is abandoned, and all Burmese capablo of carrying arms are summoned to Maudalay. The British, fearing' a general massacre, sought refuge m British Burmah, where, they remain awaiting events. Three per cent. Consols, 97|. Proportion of bullion and coin in Bank of England to liabilities, 58 per cent. The total reserve hi notes and' bullion in Bank of England is £21,500,000. Bank rate of discount not quoted. Sept. 13. Later news from the Capo states that Sir Garnet Wolseley, in an interview with the principal chiefs, declared that Zululand was in a hopeless condition whilst under an independent chief, and that the noncapture of Cetewayo was the only obstacle to the conclusion of peace. A meeting of Home Rulers has been held at Dublin, at which it was resolved to found a Conventation of 300 delegates, who should constitute an unofficial Irish Parliament. ; News from Afghanistan states that the rebellion is spreading, and that the Afridis aud other mountaineers are organising to oppose tr e British. The English garrisons at Candahar and Jellnlabad are compelled to exercise the greatest vigilance to prevent the inhabitants openly joining the rebels. Colonel Roberts telegraphs to the Viceroy that the situation is most serious, and calls for reinforcements double the number of the troops in the thdd, otherwise it is impossible to make a dash on Oahu!. In a letter from the Ameer to the Viceroy, written ssnbseqnent to the massacre, he declares his sincere friendship. There being conflietingaccountsns to his sincerity and attitude, the Indian Government were somewhat distrustful of the sincerity of his protestations, and General Roberts received instructions to prove his friendship in a practical maluiere The frontier is perfectly quiet, the|e b|ing no hostile signs.
