The Black plague is raging in Russia, and cordons, for sanitary purposes, are formed agiv'nst that country By all its neighbors. The London College of Physicians are also discussing precautionary measures. Lord Boaconsfield is confined to his residence through sickness. Dr Newman has declined a Cardinalate. The Liverpool strike is involving- GO,OOO sailors, firemen, and laborers, practically stopping the shipping trade of the port, which atone time was quite paralysed. Parliament re-assembled on the 13th. Sir Stafford Northcoto spoke on the state of affairs in South Africa. Mr Layard lias returned from Constantinople in ill-health, a Destitution in Glasgow is decreasing. Colonel Percy Wyndham, an English soldier, was unfortunately killed at Hangood whilst attempting a balloon ascent. The Mount Zion Convent, Waterford, was burned by an inccndiar/. Mr Stanley goes to Africa again. The Bov Hugh M‘Neill, Bishop of Ripen, is dead. The London newspapers congratulate France on the change in its administration. The Theatre Royal, London, lias been burned down. England has purchased Turkey’s Crown rights in the island of Cyprus for £1,000,000. Baron Lesscps is a candidate for the Governorship of Algeria. General Chuzy goes as Minister to Russia. Prussia refuses to give up the Guelph Fund, or recognise the rights of the Duke of Cumberland. Socialists are threatening the Pope on account of his Encyclical letter. The basis of an agreement between Bismarck and the Vatican has been obtained. The village of Myingen, in Switzerland, the resort of tourists, has been destroyed by fire. A general commercial collapse is imminent in Sweden. Bills for the emancipation of Servia are passed. In Afghanistan the troops are in good health and spirits, hut are beginning to get weary of the monotony and hardships of the campaign, and would gladly see it over and return home. The plague has made its appearance in Brazil. Snot ted typhus fever is prevailing in "Berlin. Jay Gould sold his interest in Pacific mail stock to the Syndicate, and shares rose in value. Americans and Russians in Alaska are threatened by the Indians. iI.M.S. Ospey sailed for the scene of trouble. . Lord Chelmsford has been reinforced by one company of the 88th, from St. Helena, and 300 of the 2nd battalion of the 4th Regiment. Tiro British Government has declined to exclude American cattle, as requested by tiie farming interest. All cattle from the United States arc to he slaughtered within ten days after landing, in abbatoirs prepared at Birkenhead, Liverpool. Mr Stanley lias announced another African expedition. The distress is unequalled since the great strikes in 1844. Steele and Craig, grain merchants, Glasgow, failed for £70,000 ; also Albert Grant, for £081,993. The harvest prospects in India are gloomy. A serious famine prevails in Upper Egypt, and relief has been forwarded. Anarchy prevails throughout the Empire of Morocco. It is estimated that before next year half of the inhabitants of Morocco will have perished from starvation and disease. The Sultan suiters from paralysis, and the Governor of lez had taken refuge from the insurgents in a sanctuary. Pleuro-pneuraonia is spreading amongst the cattle in the north-east cf Yorkshire. The supply of American wheat to England is unprecedentedly largo. At Candahar five fanatics dashed into the British camp and shot three soldiers. The assassins were killed. Another famine is feared in India. The Russian losses .in the Turkish war are estimated at 172,400 men, not including these who succumbed in Asia Minor. The Italian expedition has been despatched to survey the line of railway from Zanzibar to Lake Victoria Nyanza, in Central Africa. The Vatican approves. The accounts of the plague in Russia are of a terrible appalling character. Of 2000 persons attacked in Siberia, 1000 perished. Malta has established a quarantine against Tripoli. It is said the unbnried bodies of persons who have died of the plague iu Astrakan still remain. All the European Governments have taken precautions to establish quara- tines. The ship Clara has sailed from New York for Sydney Avith articles of America and Canada manufacture for the International Exhibition. The ship Mobile follows next mouth'with a similar cargo. An anti-Chinese Bill, restricting coolie immigration to 15 for each vessel has passed both Houses of Congress, but it is feared the President will veto it. The Canadian Board ofTradc has passed a resolution in favor of protection, owing to Siberian wheat Liking the market from the English and American article in London. The Irishmen in the UuPcd States arc organising to bring their countrymen to America in large numbers. It is proposed to hold an International Exhibition in New York in 1889. From 30,000 Jo 40,000 men are on strike in Liverpool. The demeanor of the crowd was threatening. The laborers employed in the provision trade also struck. At Waterloo docks the strikers broke up the staging and did much damage. At the Princess Dock they boarded the barque Cora, -whi.-h was loading a cargo of resin, and extinguished the fires in the donkey engine. The Cunard Company have all
their vessels in Luo 11ussiko clock which is enclosed and provided with strong walls. A hater telegram says the strike lias broken down. A terrible accident happened on the railway at Adrianoplo. A train was precipitated into the river by the giving way of a bridge, and a Russian General, several oliicors, and about 200 soldiers, and all the other first and second class passengers were drowned. Tbc engine and three third class carriages escaped. lu the House of Lords, Earl Peaconsfield delended the Sultan against the charges of unwillingness to execute reforms and announced that the Commissioners of the Sultan to examine the needs of the various provinces have presented a report. Tiie origin of the plague in Russia is thus given : —A Cossack, returning from the war to Urethinka, brought his lady a shawl, which she w.>rO for two days, She sickened with all the plague symptoms and die' 3 . During the following four days other members of the family died. The diseases spread rapidly, the local authorities not paying any attention to it till hall; the inhabitants had died and the remainder wore unable to bury the victims. The panic in Russia is almost incredible. Every class and station of life have petitioned for an entire cessation of all intercourse, even of postal communication, bet ween the rest of Russia and the Volga. In the House of Lords, Lord Beaconsfield said of the Afghan troubles, “The object of Government’s interference had been completely accomplished. We now hold the three groat highways connecting Afghanistan and India, and I hope we shall always retain them. Wo have obtained, a frontier which we hope and believe will render India invulnerable in a way which will trench as little as possible on the independence of Afghanistan.” Lord Carnarvon declared that he, when in office, was aware of the insolence and aggressiveness of the chief Cetewayo, and suggested that the Government should now' send troops from India to the Cape. Edward Ok ley, a Fenian prisoner, has been released from Spike Island on condition of quitting the countiy. The distress is unequalled since the great strike in 1845, It is estimated that one seventh of the looms and spindles in Blackburn are stopped, and that from 4000 to 5000 operatives are idle and destitute. The holier makers of London have struck. The bolt makers, pattern makers, and other trades will follow. The strikers to-day refused old wages and one hour longer work daily. The proposition of lie shipowners for arbitration was also rejected.
