GENTLEMEN —I am again a candidate for the honor of representing you in the Geraldhie County Council. I have little to boast of for the past. This was not my fault. I did my best to secure a fair trial of the County Council Act, but, my colleagues as strenuously opposed it, the result being- the Act was not brought into full operation, to the great loss and inconvenience of the Geraloine County. What little I could do I did. I opposed giving £IOOO out of £4OOO odd granted to parks and cemeteries in this county to Timaru, because I considered as Timaru had a large amount of prison labor free, and had also received grants of some thousands from the Government, it was not entitled to it, but my colleague opposed me in this, and thus leprived Temuka, the Point, Geraldine, and other districts of that share of the grant which properly belonged to them. If elected, I shall still persevere in my endeavors to protect the interests of the county from being made subservient to the town of Timaru. I will vote for the whole Act being brought into force immediately ; at the same time I shall strenuously oppose any unnecessary expenditure in salaries or otherwise. I am of opinion that a first-class engineer to look after the works of the whole county would be a wise and economical arrangement. If this is brought up it shall have my support. 1 come forward asking your suffrages from no motfve other than a strong desire to see the county of Geraldine prosperous and enjoying the advantages derived from local self-government to the full. For this purpose I shall help to point out the defects in the County Council Act so soon as we can by experience of its working be able to do so. I see no necessity for disturbing the working of the present Road Boards beyond what I have stated) but I anticipate the necessity of the County Council taking an active part in the matter of district railways. If South Canterbury wish the Public Works Act to become of use to the inland districts, bridges, harbors, and other large public works may require the Council's attention.
