ROME VIEW OF ALLIANCE i London, September 27. It is authoritatively stated at Rome that the Axis-Japanese alliance is intended to forestall the entry of the United States into the war. Signor Mussolini in a telegraph message to the Japanese Prime Minister. Prince Konoye. said: "Italians welcome the pact, associating the energies of our countries in the great task of European and Asiatic reconsti uction.
