Japan recognises German and Italian leadership in Europe and they for their part recognise Japan's leadership m A.Slcl» The three Powers promise to help each other if attacked by a Power not engaged in the present war. This is taken at London to mean that Japan will not enter the war between the Empire and Germany, and that Germany and Italy will not mtervene in China. The pact, it is stated, does not affect relations between the three Powers and Russia. Technical commissions will meet without delay.
