FRENCH DISCONTENT
SEVERE FOOD RATIONING London, Sept. 24. The new rationing regulations dismayed the French population, which was unaware conditipn.s were ro critical, says the correspondcnt of the Times on the French frontier. The average Frenchman considcrs 100 grammes of rice a month for children. 100 grammes of fat and 100 grammes of cheese far below the safe minimum, while 125- grammes of scap monthly per capita is believed to be dangerous to health. France must deliver to the German army of occupation all the army s bread and part of the meat requirements. Discontent is very high in the towns. where the severity of the rationing has increased the unpopularity of Petain's Government. which as a precaution has vvithdrawn civil government from the five jhiot towns in unoccu#ied France.
