Rec. 6.30 p.m. Rugby, Sept. 21. It is confirmed in authoritative circles at London that an exohange of views has taken place at J?/ashington between Mr. Cordell Hull. the Marquess of Lothian and Mr.,7(. G. Casey. This covered a wide range of subjects, all of them on topicfs of common interest to the three ya'untries. The talks were not negotiations and no decisions have been taken or commitments entered into, but it may be anticipated that the three . Governments will coninue to keep in touch^ with one another. Mr. Hull said the question of the joint use of Singapore was discussed, but he stressed that Singapore was only mentioned casually among many other subjects in a broad exchange of information.
