GERMAN INTENTIONS
protest by luxemburg Rec. 9.10 p.m. Washington, Sept. 18. The Luxemburg legation to-day made public a protest made by the Grand Duchess Charlotte against Germany's arbitrary measures in Luxemburg, in
which she made the charge that the German authorities' administrative acts revealed their true intentions. She protested against the prohibition of ' the use of the French language and the abolition of the constitution.
