NOW TOTALITARIAN
• RUMANIAN CONSTITUTION Rec.il0.20 p.m- Bucharest, Sept. 15. King Michael of Rumania passed a decree proclaiming that the structure of the; State. would henceforth be totalitarian and the foreign policy would be based :'on that of the Axis. The Iron Guard will be the only party recognised. General Ian Antonescu, who becomes the "State leader," announced the forma'tion of a- Govemment, of which seven of the twelve Cabinet members belong to . th'e Iron Guard faction. It is understood that the Govemment was formed urider strict German supervision. The decree declared that Rumania becomes "a national legionary State" aiming to benefit the people morally and materially. The Iron Guard leader, M. Horja Sima, is appointed vice-Premier, ahd the commander of the legionaries, M. Luca Sturdza, is to be Foreign Minister.
