Natural resources should not be allocated in a manner inconsistent with the rights of native people, who should also be protected against alcohol and drugs. The relations between a controlling State and its dependencies should be amenable to public opinion. World education is needed in a spirit of natural friendliness and development needed in the common courtesies of life to* other races when visiting or visited. Races side by side should participate in cultural and religious fellowship and the development of personal friendship.
