TREATY TO RENOUNCE WAR
FRANCE AND STATES AGREE SUBMISSION TO THE POWERS POINTS YET TO BE CLEARED By Telegraph—Press Assn.—Copyright. Received April 8, 5.5 p.m. A.P.A. and Sun. Washington, April 7. France and the United States agreed to-day to submit immediately their correspondence on the proposal for a multilateral treaty renouncing war to Great Britain, Germany, Italy and Japan. A later message states that Mr. F. B. Kellogg has stated that he is. experiencing difficulty in clearing up several vague pointe in th© last French Note. He emphatically denied, published reports that ini the recent conversations with M. Claudel he expressed general approval of the four French reservations as such or advanced them as suggestions for strengthening the projected treaty. Further discussions with M. Claudel may clarify the ambiguity. . In that event, and if general agreement on the conditions can be reached, another American Note would be unnecessary. Instead, the United States and France would formally present to Britain, Germany, Italy and Japan the correspondence which passed between them, accompanied with an invitation to join in negotiating the treaty.
