GOVERNMENT’S PROPOSALS. By Telegraph—Press Assn.—Copyright. Received Nov. 26, 5.5 p.m. Oslo, Nov. 25, A Government committee, reporting on the results of the prohibition plebiscite, recommends the issue of cards to persons over 21 years old who desire to buy liquor, but debarring any persons who break the liquor laws or otherwise prove themselves unworthy.
