Cosgrave, when introducing a Bill in the Dail Eireann giving the Government drastic powers. He declared it was evident that there was some centre from which instructions were issued to carry out raids on a day when telegraph wires were cut and trees felled to block the roads. Such conspiracy must be countered without delay.
