Chambers: “I was under the impression that applicants were supposed to pass an examination.” The chairman: “The practice was started in one place, then stopped.” Councillor T. E. Cross: “.It is done in Palmerston North. The pretty girls, however, fly through, but the others experience some difficulty.” The chairman: “It is quite hopeless unless the examination applies to all.” Councillor Orr: “As things are now, then, anyone can get a license?” The chairman: “That is so; the bigger the fool the bigger the license.”
