Orr, ‘ that we give a license to drive a car to any fool that conies along?” ; The ehairman (Mr. H. M. Campbell): That is so, but others get one as well.” Councillor Orr: “What on earth is the good of giving a license at all at that rate?” Mr. Campbell: “It is no good, unless the driver gets into some trouble. Except for some special reason, there is no power to refuse a license.” Councillor T. M. Chambers: “I was under the impression that applicants were supposed to pass an examination.” The chairman: “The practice was started in one place, then stopped.” Councillor T. E. Cross: “.It is done in Palmerston North. The pretty girls, however, fly through, but the others experience some difficulty.” The chairman: “It is quite hopeless unless the examination applies to all.” Councillor Orr: “As things are now, then, anyone can get a license?” The chairman: “That is so; the bigger the fool the bigger the license.”
