GOVERNMENT LOOKS AHEAD. tfy Telegraph.—-Press Assn.—Copyright. Berlin, Dec. 20. The growing tendency to insult foreigners in Germany, which is due .to an anti-foreign campaign by a section of the Press, has drawn from the Government a warning of the possible consequences to Germany of excesses against foreigners. The warning states that everyone should realise that in intercourse with foreigners his attitude may bring his own country and fellowcountrymen abroad into serious difficulties.
