The Secretary for Labour, Mr. Davis, in a report to Congress proposes that a million dollars be appropriated for the establishment of a Federal Commission to give the public an unprejudiced presentation of the case of both sides iu industrial disputes. Mr. Davis believes that it is public opinion which settles strikes and that, without full possession of the facte, public opinion cannot, be formed. ihe report points out that the statement of the contending sides is generally full of propaganda. GERMAN SHIPBUILDING BRISK. London. December 18. German shipbuilding is continuing to make great headway. The first of the four 22,000 tonners was launched for the Hamburg-America Line. Two will be employed to deal with the expected German emigration to South America. Herr Hugo Stinnea is strengthening the East Asiatic service by three 9000 tonners. Numerous smaller companies are building and purchasing, and opening up new routes. NEW CHINESE PREMIER. Pekin, Dec. 19. General Chang Thao Tseng has been appointed Premier of China, with the approval of Parliament. The selection is believed to indicate that the military party is about to resume the control of the country. MAINTAINING WORLD PEACE. Washington, December IS. By a rising vote the House of Representatives overwhelmingly defeated a resolution, introduced by Representative Linthicum., to authorise rue United States to enter an international association to maintain -world peace. BRITAIN AND GREECE. Athens, December 19. The Government is disposed to facilitate the resumption of relations with Britain, accepting any formula Britain prefers. Members of the British Legation visited M. Zaimis, who is regarded as Premier. Probably there will be a Ministry comprised of representatives of the various parties. D’ANNUNZIO REAPPEARS. Rome, December 18. It is reported that Signor D’Annunzio I is organising a movement in opposition L to Signor Mussolini, which emlbiraces 1 all the discontented grouns from Na- ’ tionalists to Communists.
