Admiral Sims, in a speech, said the United States had been hamstrung in the Pacific and nailed down in the Atlantic. Any nation could take the Philippines or Gna-m without the United States being able to prevent it. He declared that because Congress would not appropriate money to defend those islands, it was considered the best way out was to have both sides quit. The deficiency in the American naval personnel was such that the ships allowed under the 5-5-3 ratio (America and Britain 5, and Japan 3), were wuy 70 per cent, manned and the navy was sure to be defeated in time of war. The United States was also deficient in the smaller ships and fast merchant marine. He warned the people that the only way to get a fair deal in foreign trade was to have a force to gain i respect, because nations were not honest with each other.
