There were lively exchanges at the Straits Commission. The Russians. under pretext of. exclusion from the work jf the experts, unexpectedly submitted proposals embodying M. Tchitcherin’s previously announced views, demanding they should form the basis of discussion. M. Tchitcfeerin declared the Allied plan was solely directed against Russia and rendered peace illusory. Lord Curzon, supported by M. Barrere and Signor Garrani, formally refused. He declared the dilatoriness of the Russians and the Turks was intolerable and was delaying the conference indefinitely. The Turks circulated counter proposals demanding that no foreign navy should ever send through the Straits warships exceeding the tonnage of the Turkish navy lying off Constantinople, declaring the League of Nations’ guarantee of demilitarisation was not sufficient
