THE GERMAN DEBT. HERR BERGMANN’S PROPOSALS. By Telegraph.—Press Assn.—Copyright. Paris, Dec. 11. It is understood that Herr Bergmann presented hew suggestions more pro* rise than those of Herr Cuno. He suggests firstly, that the German debt be reduced to 40 milliards of gold marks; secondly, a mortgage of 20 per cent, be conceded to the Allies on Gorman property valued at 200 milliards: thirdly, that participation be granted to the Allies in all private enterprises; fourthly, Germany would propose the creation of a mutual bank with a neutral president, which would assure all operations under the scheme. Tn exchange for these advantages Germany proposes as indispensable: Firstly, the evacuation of the Rhineland; secondly, the suppression of the military control now existing in Germany; thirdly, the complete modification of th ■ Sarre regime in the sense of German pariroipation in the management of the eoai basin. SUGGESTION FROM AMERICA. London, Dec. 11. The Evening Standard publishes a report, with reserve, that Senator M‘Cormiok will come to London with the plan which he ha’ evolved in consultation with Herr Cuno whereby, if the French will reduce their total reparations claim to 2000 millions without qualification, America will cancel the direct debt of the Continental Allies to herself and possibly slightly reduce her claims on Britain. America will expect the immediate Allied ovacu ation of the Rhineland.
