CONSOLIDATION OF FLEETS. UNIFYING COMMAND. By Telegraph.—Press Aasn.—Copyright. Washington, Dec. 7. The Navy Department announces the consolidation of the Atlantic and Pacific fleets under the single command of Ad* miral Jonoa, but this involves no changes in any present assignment of ships or of the navy’s personnel. It was chiefly for effecting a peace-time organisation that could be carried into wai* in an emergency without a change. The fleet, under the new plan, will consist of a battle fleet, comprising the main fighting strength of the navy, and prepared to engage an enemy fleet, a scouting fleet, a base force, and a control fleet to organise the control of the sea after this has been obtained by the action of the battle fleet.
