WHAT IT IS NOT. London, November 27. “Particularly what it is not,” was the sub-title of Sir Alfred Donald Pickford’® lecture at the Royal Colonial Institute on the Boy Scout movement. He pointed out that the movement was not military, not anti-military, not - a class movement, not sectarian, but the reverse, non-racial, and had no class consciousness.
