Coats suggested that a party of members of the Hoiwe should visit the Dominions to watch the satisfactory settlement of immigrants. The Assistant-Secretary of the Treasury, Mr. Wadsworth, informed • the House Appropriations Committee that the French Government had so far declined to enter into negotiations for the funding or payment of France’s war debts to the United States, which are approximately four billion dollars.
