LOWEST SINCE BEFORE WAR. ARMY AND NAVY COSTS. By Telegraph —Press Asm. —Copyright. Received Dec. 5, 8.15 p.m. Washington, Dec. 4. The regular final session qf Congress has been convened. President Harding, submitting the Budget in a message,, said it will be approximately three billion dollars, the lowest since before the war. Two-thirds represent fixed charges, resulting from the war; therefore it is difficult to reduce taxes in the near future. The Budget, which is six hundred, million liyh than the current year, provides 54(5,433,870 dollars for national defence, the army taking 246.552377 dollars, 125,000 men and 12,000 officers, while the navy appropriation ia 289,433,870 dollars for a force of 86,000 men and various construction work. The air service is appropriatuif 12,871,500 dollars.
